That the Federal Executive appoint a Commission to conduct a long-term strategic review into the Liberal Party.

Terms of Reference

The Commission will conduct a strategic review of the Liberal Party of Australia.

The review should have a particular focus on:

  • Membership.
  • Party engagement with the Australian community, including culturally and linguistically diverse communities.
  • The selection of candidates.
  • Female and youth representation and participation.
  • Organisational and corporate structures, powers and governance including federal-state relationships, and financial accountability and transparency between federal and state organisations.
  • The powers of Federal Executive to intervene, including in the context of federal campaigns.
  • Fundraising and financial sustainability.

The Commission may consult with external advisers, including international experts.

The Commission should report to Federal Executive, through the Party President by June 2026.

As a part of its work, this Commission will consider any relevant recommendations from the Goward-Minchin Review of the 2025 federal election. Secretariat support will be provided by the Federal Secretariat.

The work of the commission

Party members and supporters will be encouraged to contribute to the work of the Commission.

A discussion paper will be distributed to all Party units to help guide grassroots participation.

An electronic survey will also be circulated to Party members seeking their response to a series of questions arising out of the discussion paper.

Each FEC/FDC will be encouraged to consider the discussion paper and respond to the survey. The federal parliamentary party along with state parliamentary party rooms should also participate.

The Commission will be supported by an Advisory Board of eminent Liberals who will provide advice and counsel as the Commission undertakes its work. It is envisaged that the Commissioners and the Advisory Board will meet monthly to discuss the progress of the Commission.
